I have the honour to report that on May 27th
an alteration occurred between a junk boatman and a
sailor of the Butterfield and Swire steamer s. 8. "Fatshan"
a steamer on the Hong Long-Canton run. As a result of
this, a dispute has arisen between the Seamen's Union
and the Boatmen's Guild and, in consequence of tis, there has been difficulty in landing the import cargo
from the 9. S. "Patshan".

It appears that the incident itself was a
comparatively minor one but that it served as a spark
to set light to a longstanding dispute in which the
Seamen's Union have been trying to obtain dominance
over the Boatmen's Guild.

On June 6th I addressed a letter to the Mayor
pointing out that the British Company should not be made to su fer on account of a dispute with which they were
in no way concerned, and I have rece ved a reply
informing me that he has referred the matter to the
